Does coating a cold iron weapon with silversheen give it both properties?

RAW, the silversheen replaces any the effects special materials the weapon is made of until it wears off.

I hadn't noticed that thanks, seemed like a cheap backup for situational DR, still works really.

Just keep savin up for a +3 weapon, since that bypasses both

Should monsters with a cold iron vulnerability carry silver sheen to douse their opponents' weapons?

It has to be applied. Dousing =/= applying. It's the difference between painting an object (applying) and splashing an object with paint (dousing). You'll change the color, but the latter case ends up with an object that comes in in different colors as it wasn't coated evenly.
