Skill ponts Question: Negative Skill Points?

I've got a fighter with Int 4, Mod -3, so 2 + -3 = -1 for skill points.
It seems like you should get a min of 1 point regardless but I can't seem to find a rule that says so.

Can anyone point out this rule for me?

You apply your character's Intelligence modifier to:

* The number of bonus languages your character knows at the start of the game. These are in addition to any starting racial languages and Common. If you have a penalty, you can still read and speak your racial languages unless your Intelligence is lower than 3.
* The number of skill points gained each level, though your character always gets at least 1 skill point per level.
* Appraise, Craft, Knowledge, Linguistics, and Spellcraft checks.


You can find the rule in the "Getting Started" chapter, in the section describing the six ability scores:

A wizard gains bonus spells based on his Intelligence score. The minimum Intelligence score needed to cast a wizard spell is 10 + the spell's level.

ahh, it's in the Int Mod section not the Skills section

I beleive (not sure) that if you're human you can have a minimum of two points per level, (3 with favoured class)

(Int mod + class skills) <= 0 (+ human skill point) + Favored class (if any.

(I think I wrote that right, my formulae are a bit rusty.

well the Favoured Class section (pg 31, Pathfinder RPG) only calls out Prestige classes as being ineligible for favoured class so that seems to indicate yes. (NPC classes being 20 level classes after all)

As to the race thing, the Human description reads "Humans gain an additional skill rank at first level and one additional rank whenever they gain a level." So it's not clear if that should be subject to intelligence penalties. IMNSHO it shouldn't. It's a racial ability, seperate from class related skill points.
