Not quite, altho sometimes it's a subtle distinction. And some effects can be accomplished both ways.
A cloak that bestowed Endure Elements on its wearer would be continuous.
A lantern that conveyed the same effect, but only when the lantern was lit, would be a use activated item.
The only difference is that the first works without any other steps required (other than wearing it, of course), while the second requires an additional step, that of lighting the lantern (and the effect would end when the lantern is doused).
Use Activated is usually used as a "tag along" effect on the items normal properties.

If you're talking about pricing magic items (this is an assumption, since there isn't much to go on in your post), these cost the same thing. The difference between the 2 is that continuous means "on all the time", like a cloak of displacement, minor, but use-activated means that you have to do something (speak the command word, perform a certain action, etc.) to "turn it on" and/or "turn it off", but there isn't any limit to the amount of times that it can be used during any given time period, like a decanter of endless water.
