Am going to deploy him later this week. Thoughts? Questions? Musings?
Tactics: Will go invisible, move and buff till ready or interrupted by PCs, then attack and cast Vanish with spell combat, move reload spellstoring weapon with Shocking Grasp, and repeat. Swift Enhance weapon with Keen and Frost. Use Pool Spell for Vanish or Shocking Grasp as needed when mem'd spells run out. Obscuring Mist and Mount scrolls as getaway if things go horribly wrong or he is out of resources.

He'll be leading a raid of cr 1/3 goblins and skeletons (meant to be killed in one hit by PCs). He will watch from afar, and as the raid progresses poorly, he will taunt the PCs and wade into battle. Part of the encounter will be how quickly they take down the minions, as that will either allow them to limit his buffing time or extend it if they suck. However, when he does enter the fray, either the minions will be dead, or he will order them to stand back and watch....he's a little bit arrogant.
It is a 4th level party with 4 characters. They have not decided what they are playing yet. If someone doesn't have glitterdust and hit with it, it could be a rough fight. But this guy has 18 Int, so playing him smart and nasty is the right way to do it.
Mostly I'm worried about one shotting characters with a 15-20 crit and spellstriking or spellstored shocking grasps. Also, spellstoring one, then holding the charge of another in his weapon, before then attacking.....12d6 is a lot of damage at 4th level...even if I don't crit.
Now that I've built it as a BBEG and am really thinking about it....Magi might mage for absolutely ferocious BBEG characters under the current revision. Yikes.

Well he is pretty tough, with shield and cat´s grace up his AC will be 24.
The only real weakness I can see, is his CMD, grappeled he isnt all that dangeraus.
If you want him to be a real killer, lose the scroll of invisibility and buy a potion of shield of faith.
That said it might be a really tough fight for a group without a cleric/guy with a bludgeoning weapon.

Well....any professional adventurers that don't carry bludgeoning weapons (especially at low levels!) need a learning experience. I don't hide DR, but describe the attacks seeming to do less and the reasons why, so they'll be able to switch to bludgeoning quickly if they have it.
Yeah. Grappling undoes a lot of NPCs at low levels. If they have a grappler, power to them. BBEG will be on the lookout for that and staying away from it if he can.
I'm not really trying to have him be a killer, per se, but a really interesting and tough fight, which is hard to come by a lot of the time with a solo NPC. I've thought about giving him some off-list scrolls to use UMD with, but I think he is going to be damn tough as is. With 24 AC, mirror image, and blur if the PCs don't find a way to stop him from full buffing...yikes. Plus he will attempt to be invisible at the end of almost every turn if he can...

An arogant bad guy with a rapier? He has to use his Ghost Sound for dramatic incidental music! I don't care if he's, technically, dead - can he have a moustache to twirl too? ;)
Luckily for your PCs I see he's got a total of +1 in Stealth, so hopefully they'll not be totally FUBAR due to the invisibility effects.
All in all looking good - I'm eager to see how the encounter pans out. It looks like he should be able to blitz a couple of the PCs easily, then start to run low on his nicest (nastiest?) tricks... but generally these things never go as predicted when actually played out.
Hmmm... just had a thought. If he's a 'glowy-eyed' skeleton, he could drop Obscuring Mist then use Dancing Lights to simulate his eyes... somewhere else...

Mustace might be out - unless he goes for slug juggeling (Blackadder) - however a Top hat is certainly possible.
If I were on the other side, I would try the following:
The with evil eyes and misfortunes him as long as possible.
Prepare the ground with something like powder.
Monk tries to grapple the bonehead.
Sommoner summons critters to surround the enemy.
Yeah it´s a tough fight, but if the players keep their cool, its quite possible.
