I can't seem to find this information, so here goes:
A Headband of Vast Intelligence +2 is specific to a Skill. For example, let's use Climb as the skill assigned to it.
#1) If the Climb Skill is NOT a class skill for my Character, does this Headband makes Climb a class skill, thus also giving out the +3 bonus for a class skill?
#2) If Climb is a Class Skill and I have not yet added any Ranks in Climb, Does this Headband grants that +3 bonus?

1) I would rule not. It doesn't say you do and as it's just assigning your bonus rank from high Int to a skill I can't see why it would, givwen that normally assigning a bonus rank from Int to a skill doesn't make it a class sksill.
2) I would rule that it does apply the class skill bonus as you have effectively spent your bonus rank from high Int. Also it keeps the maths much simpler when building stat blocks which is a definite design philosophy Paizo have adopted.

The long and short of the item description is that it gives ranks in a skill equal to character level. So a level 2 character gets 2 ranks, a level 20 gets 20 ranks.
In nowhere does it state that this makes the skill a class skill if it was not. Likewise, nothing states that these ranks are in any way different from "normal" ranks, so there is no reason to beleive they wouldn't get the +3 if put into a class skill that you had not yet put any "normal" ranks into.
Short version:

Speaking of headband clarification, maybe you fine folks can help me with this one...
So last night I had a discussion with some folks over headbands giving bonuses to intelligence, and therefore, linguistics. Let's take the example of a level 7 wizard with a base INT score of 18. He currently has 7 ranks of Linguistics, for a total Linguistics score of 14 (INT + Class Skill Bonus + Ranks). Now, he goes out and gets himself a Headband of Vast Intelligence +2, innate skill bonuses going to Diplomacy (aka 7 ranks). So now his INT is a 20, conferring a +5 bonus on all skills that have an INT background. This now means his Linguistics is a 15. The question now becomes, does the player get to choose that language every time he takes off the headband and puts it back on, or is it an innate part of the headband decided at time of creation, or do you not get that bonus to Linguistics for a bonus language to begin with?

Getting a bonus to your Intelligence doesn't increase the number of languages you know, which is determined by your Intelligence at the start of the game, plus one additional language for each rank of the Linguistics skill you have (7, in the case you mentioned).

I think you only get an extra language for each rank in linguistics. So the bonus from the higher intelligence modifier doesn't apply.

That isn't the issue. The issue is from the extra INT bonus increasing from 4 to 5 that is going into Linguistics.
EDIT - I see what you're saying now. Hmmmm...
