Hm...so there's no "Words of Power" class? Interesting.
I heard Jason describe it in the Know Direction 16 podcast. The details that he gave described building spells on the fly. You could pick the duration, range, etc. when building the spell. A prepared caster would do this when they prepared spells in the morning and a spontaneous caster would do this when actually casting their spells.
He did not go into a lot of detail about the mechanics though (i.e. how many "points" you get at each level, etc.)

Wizard, Sorcerer, Cleric, Druid, etc. - these are all Words of Power base classes. According to the Know Direction podcast, the Words of Power is an alternate magic system that can be used with any spellcasting classes and it can even be used in parallel to slot-based casting. Hence, one could do something like use words of power for the sorcerer, but not for the wizard (which is in fact something I might do in my own games).
