So, really simple question here... Is there a PFRPG/3.5 Feat to allow a character to cast a spell with a range of “Personal” on somebody else?

Well there is casting on your familiar/companion/edilon.
You can make a potion..
I don't think it is overly powerful to have a feat created for this express purpose, maybe with the prerequisite of having an item creation feat.

Is that official? I find it annoying that they don't have a random potion list in the magical equipment to check vs. the possibility.
I tend to conclude that 'Self' counts as a target of one, at least when it comes to potions / oils.

I believe you can cast a spell into a ring of spell storing and then give the ring to someone else and activate the ring.
Also, there's the Spellguard of Silverymoon prestige class (Player's Guide to Faerun) which allows you to cast a personal defensive spell as a touch spell.
I forget exactly how it worked, but I'm pretty sure there was a Wu Jen personal spell that had no saving throw that at the end of the duration caused the user to die. So the combo was turning it into a touch spell, turning it into a range spell, then casting chain on it to have it target multiple enemies with no save. (I think it was an immediate action spell) Then you dismiss the spell as a standard action and they're all dead. Easiest way to kill the toughest of monsters.

Well I can see this case would be an abuse, because the Wu Jen had to 'accept' the spell to begin with, and so you can not make a save after the fact.
That would be like being tricked by a caster saying they were going to cast a 'Heal' spell, and reverse it's effect to 'Harm'. You don't get a save if you assume that it was a heal and you forgo the save.
However, An example would be 'Change Self' a 'self' target spell. I can not see this being restricted from being made into a potion.

Yes, it is. It's been that way since 3.x, and unless explicitly changed it's still that way.

You could theoretically make a wondrous Elixir of the self only spell with DM approval, but not a Potion. No potions of Shield or any other awesome self-only. Unless they changed Alchemist from the playtest, they're the first way in PF to share out those spells via their Infusion discovery.
I think I'll keep with 'self' targets are allowed in potion creation. You think Shield is that big of a deal for a single minute? (I don't know of too many people who create potions past the minimum caster level.)
There are too many useful spells that, based on common fantasy, need to be used as a potion. (Example: How many times have you read or watched in movies where a character drank a potion with the effects of 'Alter Self'? Harry Potter, for recent example. Seems rather common that a 'witch' of some sort will give a potion to allow you to mimic another person.
I've even seen potions with the effect of Shield, though you could make it a case of being 'Armor', but then Armor lasts for an hour a caster level, Shield only one minute per caster level. If you are looking at game balance, Shield is no more or less powerful then Protection from Evil. Protection from evil has a wider application field in it's special effect, though a lower AC bonus.
I really have not seen any spell of levels 0-3 of a 'self' target, in Pathfinder, that would be breaking game balance by putting it as a potion.
