Butterfly Net: Entangle Swarms?

The APG released this nifty item, conveniently set on a 6-foot pole, that can act as a net weapon on tiny and diminutive creatures. So this would be perfect for entangling a swarm right? It's in goods and services, but it's basically a reach net that only affects tiny and diminutive, right? Does it only affect one square of a swarm, or the whole thing?

It affects one creature out of a swarm. This would generally not have any mechanical effect.

I wouldn't give a 6-foot-long weapon reach.
