All of the rules are optional. Use the ones you want, and not the ones you don't want. That goes for anything in the Core Rulebook as well.
All RPG rules are optional, including this one.
But, if that one is optional, it could mean that it doesn't apply, in which case, no rules are optional, including that one. Which means...

But in seriousness, to the OP: you can choose to use or disallow any rules you wish to, in any game system.
This may make for an increasingly arbitrary game, but sometimes losing or adding a rule or two just makes the game 'flow' more easily.
