Is there a rational reason why it is easier to create a flesh golem (required caster level 8) than it is to create the weaker ice and wood golems (Both required caster level 12th) in the Bestiary?
Also, to gain the create golem feat, you need to be fifth level, yet, you can only start making golems around 8th level. What the crap? Is this a typo or just an oversight?
The relative CR relates to how difficult it is to defeat a monster in no way does it relate to how hard something is to make, in theory at least.
The feat is called Craft Construct and as such is used to create constructs which includes golems, but also other constructs.
Homonculus and animated objects among others (though I recall, I think James saying the creation rules for animated object got cut from the bestiary), perhaps more constructs will appear in bestiary 2.

As with all crafting you don't need to be able to do everything if your the crafter your the assembler.
so if you find an 8th level wizard NPC and convince him to help you build a golem he casts the spells and you craft the golem.
Similiar if you find all the higher level spell you need on scroll you ca cast them during construction even though you can't learn or memorise them
of course you'd also need someone who can craft a body out of flesh as well.
but there no reason you can't have 3 or more people working on a golem.
I always remeber an old AD&D picture showing a 2 iron working crafters making iron golem body parts in a furnace and a wizard enchanting each part as it was finished, with a half built iron golem in the background
And don't forget about the manuals of Golem Crafting, these lat you make them 3 levels earlier and easier.
