I guess goblins are quicker than halfling paladins. ;)
Generally, you roll a d4 divided in half, rounded up, instead of a d2. Same process for a d3, except you use a d6.
We just use a d6. d4s don't really roll very well -- they just drop & bounce.

I bought some Blank Dice and I bought some blank d12s and I'm using them to make 2, 3, and 4 siders. You can also make d5s out of blank d10s.

I ask because the DM at my pfs game stated that you cut in 1/2 and round down.
On a d6? Halving and rounding down doesn't work very well:
rolling a 1: halved is 0.5; rounded down is 0 (illegal result).
rolling a 2: halved is 1.
rolling a 3: halved is 1.5; rounded down is 1.
rolling a 4: halved is 2.
rolling a 5: halved is 2.5; rounded down is 2.
rolling a 6: halved is 3.
With that method, half of the results are 1 or lower, while only 1/6th of the results make a 3.
Rounding up would be the correct way to do it, statistically.

No, because there's no rule. Any method that results in a random result between 1 and 3 is valid. Just be sure your DM is aware of how you're doing it, and be consistent. Or buy a d3. (Link is for illustration, I'm not advocating that particular vendor)

No there isn't because Paizo does not feel the need for one. They assume that this is one of the things that players and GMs can work out for themselves.
Of course there are those folks who won't even try to tie their shoelaces until someone like Treantmonk puts out a guide for optimizing the procedure.

A set of Fudge dice are also good to keep around for stuff like 1d3 rolls. They are basically d6 but instead of the sides being numbered 1-6 they have two sides with "+", two sides with "-" and two blank sides. I picked some up once because, well we all need more dice, and keep finding uses for them.
