In the core, you are correct. I think that is because the two stats aren't complimentary. In regards to racial development, strong races are usually not smart, since the natural tendency to be stronger than others does not correlate with a need for complex thought. No point in coming up with an intricate attack plan, when what you want is guarded by something you can just smash with a minimum of effort.
Likewise for intelligence. If you are not stronger than the other things that inhabit your area/region/world, you have to figure out ways to prevent what you have from being taken, or fall by the wayside.
I'm not sure if there are equal correlations between Dex and Wis, or Con and Cha, but that's why I think there is no race in core that does that.

Yeah... you tend to use your strengths, and not develop your weaknesses.
You'd have to find a situation where a creature was artificially smart, or strong, so they developed one way (smart or strong) and then the second aspect kicked in for some reason.
A race of beings that needed to be smart to survive, that develop a way to racially become strong (genetic mutations, alchemy, etc).
Or a workforce slave race that is freed from their overlords and their minds are allowed to grow into their natural state (smart).
Or, you could go completely artificial. A robotic race that is made of metal, gears and pneumatics (strong), but has a computer for a brain (smart).
None of these are in the core rules really though, but would make decent races with Str and Int bonuses if created.

In regards to the Sharakim, I and a few other Forumites made up a 'homebrew' version, which can be found here. We also figured since Pathfinder gives a much-needed revamp to the basic character classes, dropping the +1 LA like on the Tiefling and Aasimar was also warranted.
