If I do not have the Two Weapon Wielder talent then what are my penalties for attacking with two melee weapons. Am I allowed to make two attacks as part of a full attack action.
I do have the ambidextrous talent.
I looked at the Two-Weapon Fighting on pg 197 of the core book could clearly make out what this rule and penalties.
Could you combine All Out Assault with Two Weapon Fighting? (Bonus to hit balancing out the negatives of Two-Weapon Fighting).
Item purchases that I would like;
1> A bow (Dark Heresy Core book) or Long bow (Inquisitor's Handbook).
2> Stummers
3> If I can fight Two Weapon and attack with both weapons in a single round then I would want to get a second Mono Sword to go with my first.
4> Some sort of gas mask or air filters.

Fighting with a weapon in each hand is a -20, on the other hand, going all out means a +20, though you cannot dodge or parry. Hence, if you go all out with a weapon in each hand then your WS gets no further penalty or bonus.
EDIT: However, you still need the TALENT to be able to fight with both weapons in each hand. AMBIDEXTROUS only eliminates the penalty associated with making an attack with your secondary hand.
Get the equipment you want though getting a second mono sword will substantially reduce your remaining thrones.

Okay, so I need to reach Nighthawk level before I can get the Two-Weapon Fighting (Melee) Talent. No need for a second mono sword at this time.
That simplifies things.
Composite bow from Inquisitor's Handbook Table 3-1 pg 95 (cost 50 Thrones plus 1 Throne for 20 Arrows)
Micro-Bead (20 thrones)
Stummer (25 thrones)
Filtration Plugs (15 thrones)
Imperial Charm (10 thrones)
Spent 121 thrones of initial 137 thrones leaving 16 thrones in the kitty.

Based on Hand's personality and Fellowship with the Negative from coming from a Feral World and being raised as a Moritat Assassin, I'd think he was not the leader type.
He is Jaded and cold. He might be good for leading a group on a strike as a combat leader but not for general leadership duties. He'd also be pretty harsh when it comes to failure having come from a background where failure was punished with being sacrificed to the God of Murder.
I'd vote for the Arbiter to be in charge as he has a noble background and is likely more officer material.
Still, if you don't mind having someone that is cold and will lop off your head if you fail ...

We're with the Ordo Xenos; so, I'm betting on either a baby hunt or a bug hunt.
Baby hunt would be looking for some alien child that parents have 'adopted'. It might even have grown up by the time we get involved.
Bug hunt would be looking for a biological that has passed through some sort of quarantine.
