Clerics and druids and oracles do.

Truenamers are in the 3.5 Tome of Magic, and use a skill-based magic system that has mostly unique effects. There are 3 tiers to true name magic: Magic that affects living creatures (available at 1st level), Magic that affects objects (available at 5th level), and Magic that affects places (available at 9th level).

Truenamers also are a total failure of a class, in terms of mechanics.

How about a well played bard who uses their social skills to make friends/connections in all the right places?

''Don't worry lads, I know someone that will help!''

''Ah Jimmy the Gaurd, how's the wife? Are we still on for darts tonight? I see you've met my friend! Oh, really? Ah he's new here, I'm sure he didn't mean any harm. Look, don't you worry - I'll make sure he doesn't get into any more mischief. Ok? Ah yes, very kind. Ok, must be off, places to be and all that! See you tonight - this time you're buying! HA HA! ''

''My Lord, could we talk about the new chicken tax and what exactly one must do to qualify for exemption?''

''Ah Fred the Barbarian, I remember when you were yay high to a grass hopper! How's that leg I healed? Fancy helping your old pal hack an ogre to death?''

''Hey cutey, lets change the world - one beautiful baby at a time!''
