Could a rogue use improved feint and vital strike to get the extra damge and the sneak attack bonus?


Yes. You feint as a move action, then use an attack action including Vital Strike as a standard. If you meet the conditions for sneak attack (which you should on a successful feint), you'll deal Vital Strike and sneak attack damage, both.

Yes. Improved Feint uses a move action which leaves a standard action for a Vital Strik. If you meet the neak attack criteria (whuich after a Feint you should) you sneak as well.

Note, you will only get to deal one iteration of Sneak Attack damage.

So, picking a quick generic rogue, level 11, str 14, and a +2 rapier; you're total damage done would look something like:
2d6 physical + 2 strength + 2 enhancement + 6d6 sneak
