When you complete the casting of this spell, make a caster level check against the DC of the lock with a +10 bonus.
So, you come to a door with two locks, both DC 30. You cast knock and make a caster level check. You roll a 16. Your caster level is 15. So your check being higher than the DC of the locks your spell unlocks both of them.
If your caster lvl was under 10 you couldn't have succeeded even with a 20.

Yes he could. He adds +10 to his caster level check from Knock.
The +10 is added to the caster level check, not to the locks DC.The best result a 3 level wizard can get is:
+3 (lvl) +1 (12 Int) +10 (from Knock) +20 (d20) = DC 34
While the worst is:
+3 (lvl) +1 (12 Int) +10 (from Knock) +1 (d20) = DC 15
