I haven't seen the AA version, but the one in the campaign guide does all that you say.
Yes, but in the Adv Armory it apparently overrule the CS one, they only say it changes armor up one step. It doesnt give stats or anything. My dm says the old one is valid, so I just want to confirm if this is true. So the Armory one doesn't really serve any purpose and doesn't overrule anything.
Was the Kilt only added to the Armory so that it could be allowed for society play or what?

Sean Reynolds has clarified on items from the PCS. If an item is from the PCS and has a new table entry in the AA, use the one in the AA. Same for the description. If one of those is missing, use the one from the PCS.
In the case of the Armored Kilt, you use the table entry from PCS and the description from AA. The final result looks like what I have here.
So yes, it is legal for the Society as shown on my site. If you use both the table entry and the description from the Campaign Setting, it is not legal. If you use the table entry from the Campaign Setting with the updated description from the Adventurer's Armory, then it is legal.

Im confused about the armored kilt now that it is mentioned in the AA.
If you add it to armor does it still add 15 pounds to the armor, and lower the maximum Dex bonus by 1?
If you add it to light armor, do you then need medium armor proficiency to wear that armor?

I suspect that the lack of answers stems from the fact that, due to a number of typos in the product, and the decision not to reprint some table entries (while oddly deciding to reprint others) no one is really sure what the correct answers are.
The Archives of Nethys (Kage's most excellent site) list the kilt at 10# while the PCCS lists it at 15#. Not sure where he found the correction.
As for needing medium armor proficiency, who knows? I would say yes, but that's strictly an opinion. And does being made of Mithrail affect that? Again, who knows?

15 lbs.? My copy of the PCS has it at 10 lbs. I wonder if they put out a new version at some point that I never updated to. I'll have to check when I get home.
Could also be mine. Not sure how to tell which is the latest version. Mine (a friend's, actually) says Copyright 2008, but doesn't mention reprints.
Edit: @Gigglestick: Yes. Which raises the question of whether it can enchanted on it's own, and, if it can, what happens when it is then combined with 'regular' suit of armor.

I always check by re-downloading my PDF through Paizo, which I just did. Looks like 10 lbs. is the latest weight for it, so it looks like 15 lbs. was an old weight that got over-written. :)

On page 211 of my printed book it says
"...Adding an armored Kilt increases a suits armor bonus by +1, but adds 15 pounds to the armor, lowers the maximum Dex bonus by 1 and increases the armor's weight catagory (from light to medium and from medium to heavy)."
EDIT: Called a friend and had him download the PDF of the Campaign Setting and email me the text of the Armored Kilt.
What he sent was...
"Adding an armored kilt increases a suit of armor’s armor bonus by +1, but it adds 15 pounds to the armor, lowers the maximum Dex bonus by 1, and increases the armor’s weight category (from light to medium and from medium to heavy)."
He said he downloaded it again right after I called so it should be up to date as of like ten minutes ago.

As a pack mule... I mean dwarf that shouldn't bother you however I imagine its from the extra couple of straps and such needed to keep it out of the way as much as possible and to attach it to the armor in the first place.

yes it DOES require a few straps to keep it out of the way... but when we let it swing it is impressive to behold!

The 15 lbs. is listed under the actual description of the armored kilt.

Interesting, I didn't see that. In any case, I think it's been over-written either way. The description of the Armored Kilt in the Adventurer's Armory is meant to entirely over-write the Armored Kilt entry in the PCS, including that bit about 15 lbs. The AA doesn't provide a table entry, so as Sean said, we're to reference the PCS for that part. At which point, we're left with 10 lbs.
It is a weird situation, but one of the pound entries has been over-written and one has not, so I reckon the one leftover should be the correct one.

Considering when you simply put it on the job is fairly easy. Just Wrap and tighten.
However when you put it on, over other armor you need extra strapping to hold it in place properly and still keep the protection that it provides, hence an extra 5 Lbs. Considering the straps are probably leather with a bit of metal here or there that's really not a lot of weight to add.

What I don't understand, and find (Paizo forgive me) more than a little annoying, is why it was necessary to reprint stats for a horse "for convenience" but adding armored kilt to the table was just too much. Flipping through the bestiary is a problem but finding the kilt in the PCCS is isn't?
And while I'm at it, could someone please, please explain why the totally ambiguous language for the "adventurer's sash" from SoS hasn't been updated or corrected? I mean seriously. That text would have been laughed out of the Superstar contest so fast it would have made the author's head swim.
