I'm pretty sure its per bunch, actually. 2gp is equal to 20sp. The amount of material in 20 silver pieces is probably enough for 20 silver arrowheads, with a little left over for labor overhead. 2gp per arrow seems excessive, especially when you consider the fact that it would be 40gp for 20 arrows... double the cost it would take to make a silver shortsword.

Yeah, but the adamantine table doesn't care if you're making a dagger or a greatsword. It's base price +3000gp regardless (which, by the way, is absurd). With the silver, the weapon's size matters.
