Beards RULE.
LF - its your game - or you could create a trait - human ancestry: somewhere in the dim dark past one of your ancestors was a child of the union between a human and a elf. This trait allows you to have body hair and makes you immune to the tree hugging, girly man, poodle owning, nature of elven kind.

Sure the question is about Golarion.
But the only official ruling of a setting is the version of the DM. So as i said, up to the DM.
In my experience, some elves from northern realms can have some facial hair, such as snow elves, or the ljosalfar and dockalfar of norse mythology.
As a matter of fact, it is not such a stretch or blasphemy to imagine arabian elves with little Jaffar-style goatees.
Basically that's the same thing than pointy ears and eyes.
Don't let your imagination and creativity be hindered by "official" archetypes.

That is why I had to ask the question about Golarion, not the Pathfinder RPG. It is the same with the eyes, in most other settings, elven eyes are more "normal" looking.
Because it is easy to imagine elven males having beards, but no Golarion specific artwork every showed that possibility.

Last session when we introduced a new player, every one had to describe themselves and I recalled that I had never run the "no-whites-in-the-eyes" thing by our one elf in the party. He preferred to have "normal" eyes, and one of the other players came up with an explanation for that on the spot. "Dude's Forlorn anyway. Probably some human in his family tree somewhere."

Well... in Golarion all elves DO happen to have the long ears and no-whites-to-the-eyes look. And halflings have hairy feet, female dwarves don't have beards, half orcs have green skin, gnomes have big eyes and kinda pointed ears, and so on.
GMs are of course free to alter things for their home games as they wish, but the baseline for Golarion is what it is.

No beard for the female dwarfs there goes all her grotesqueness that made her strangely attractive...Oh well I guess she still has hairy legs.
Mikaze in some first and second edition the drow males had Magnum P.I Mustaches, in fact one example was in the original second edition Monstrous compendium the big awkward binder if you recall.(Still have it)

Let me congratulate on your choice! And you're correct -- a proper beard truly is a real man's measure! As much as the smell of brimstone, right? ;)
This reminds me of someone asking this very same question, i.e. whether Faerunian elves can grow moustache or a beard, from Ed Greenwood (over at Candlekeep.com). Lady Hooded One (who acts as Ed's "herald", so to speak) replied that Merith Strongbow -- an elven fighter/magic-user and one of the PCs in Knights of Myth Drannor -- indeed sports thin moustache. Apparently this was very important to Merith's player, so Ed let him have his moustache, because it is just a minor cosmetic detail. However, I can't recall if Merith is the sole exception to the rule, or if there are other rare members of elven races who have facial hair or not. Ergo, my point is that if you *really* want your elf to have a beard, ask your GM about it; maybe your PC is a genetic "freak"? Or maybe he has some human blood in him -- not much, but enough that he can grow a short beard? Again, I see this as same as someone asking if his half-elf can look more elvish than human/half-breed in appearance, or if his half-orc could have reddish tint to his skin.

For advanced students, try playing a dwarf that doesn't have a crappy fake accent and isn't a raging alcoholic and racist. :)
I play beyond the stereo-types, sometimes it is difficult as some settings offer no alternatives, so for people starting out all they see is the Pseudo Gaelic/Norse, gruff, attack head on, titanium exterior but deeply caring on the inside, beer drinking, rowdy, axe wielding homicidal maniac.
In our current campaign the Dwarf (not played by me), is a friendly smiling chap, who prefers to stab you in the back with a poison dagger while he is robbing you blind. He does not drink but he will sell you what he has stolen at a discount. He avoids head on combat and is willing do sell to or deal with anybody, orc, human or elf it doesn't matter (He does believe in customer service).

I like your dwarf and its a concept Ive thought of from time to time. Well three dwarfs I can think of that differ from the stereotype are Arak from Time of the Twins (Dragonlance) Kharas from War of the Twins (Dragnlance) and Azrael Dak (Knight of the Black Rose, Specter of the Black Rose)

I'm not saying that facial hair in general is bad (though it is not for elves. That is just wrong.) But for the Void's sake, keep it reasonable. If you need to tuck it in so you don't trip over it, it is too much.
Plus, dwarf players everywhere fear GMs with a a preference for "realistic" rules. In that case, realistic is something like this: If you roll a natural 1 on a save against a fire attack, or a fire attack scores a crit against you, your beard burns! }>

Oh yeah! Sonic Steve. His equipment is masterwork, and he apparently learned his moves from some Tien monks, but the crap he talks. I think it's a supernatural ability.
Interestingly, the ability seems to have the effect that you want to blame him for all of society's shortcomings and make him the bad guy.

well talking about magic, surely an elf who desperetly wanted a beards could just use a spell or other and have one no? alter-self anyone?
That would be relevent for an Arabian (Actually more Turkish) inspired culture like Katapesh. A forlorn elf, growing up in such an environment could very well be ashamed of his inabiltiy to grow facial hair.
