When you up your Intelligence, do you also gain new languages like you do new skills? If so, when getting an Intelligence increase from a temporary source (such as a headband of vast intellect) are the additional languages set in place (much like the skills that come with the headband)?

Well, no. Not from truly temporary sources. This would be increases from spells and short duration items or such. A headband of Vast Intellect is only considered "temporary" for the first 24 hours. After that it is considered a (semi-)permanent bonus. It does increase languages known, however, they much come from your race's bonus languages.
Using Fox's Cunning to increase your intelligence does not let your elf add "goblin" to his languages known. Strapping on a headband will allow that elf to remember/figure out/fluff-how-you-like goblin.

So upping my intelligence from leveling would get me new languages chosen from my racial list too?

Did anyone find where this is clarified in the rules. I hadn't even realized that the bonus languages have to come from your racial ones. We had just let people take what ever but the Racial ones makes at least a little sense. I can suspend my disbelief so the how isn't as important as sticking to the rules that are fair and balanced.

Upon further inspection of RAW, it turns out that my ruling is, apparently, a houserule by way of an un-careful read of the rules.
The rules specifically state that intelligence only effects your starting languages, since all references to intelligence and languages refers to first level. Aside from that, gaining ranks in Linguistics appears to be the only way to gain extra languages in core. A Robe of Blending will let you speak and understand the racial languages of whatever creature you turn into and a Helm of Comprehend Languages and Read Magic will let you understand any spoken or written language (but not speak it).
The apparent houserule I was using neglected to note the specific mention of intelligence only increasing known languages at first level. Under that misreading, you are still limited to racial and class languages gained from intelligence. Linguistics still adds whatever language you have access to.
You could get your Headband of Vast Intellect attuned to Linguistics and gain bonus languages that way...
