I don't understand this. If the rules exist there's no reason to use them, just keep level 1 as your baseline. If on the other hand people like the rules the option is there in the system.

It would be like saying that you don't like level 15+ characters in Pathfinder (I don't), having those rules there means people who DO like it can have those rules right there in the system. Those who don't can wrap up their campaigns at level 15.
