My last post was eaten so take 2...
Primary attacks are made using the creature's full base attack bonus and add the creature's full Strength bonus on damage rolls. Secondary attacks are made using the creature's base attack bonus –5 and add only 1/2 the creature's Strength bonus on damage rolls.
For a Velociraptor animal companion Level 12.
BAB +10Str 20
Attack 2 Talons 1d8, Bite 1d6, 2 claws 1d4
So his full attack would be
Talon +10 (1d8+5)
Talon +10 (1d8+5)
Bite +5 (1d6+2)
Claw +5 (1d4+2)
Claw +5 (1d4+2)
If he picked up the Improved multi-attack feat that would become:
Talon +10 (1d8+5)
Talon +10 (1d8+5)
Bite +8 (1d6+2)
Claw +8 (1d4+2)
Claw +8 (1d4+2)
----------------------------------------------
If a Dragon bloodline Sorcerer was attacking with claws would she get both claws at full bonus
Level 12 Sorcerer
BAB +6
Str 16
Claws 1d6
Claw +9 (1d6+1d6 energy)
Claw +9 (1d6+1d6 energy)
Not
Claw +9/+4 (1d6+1d6 energy)

That looks right, except that you forgot to add the strength bonus to the velociraptor's to hit bonus. Those attacks should be +15/+10 or +15/+13.
I'm assuming velociraptors are medium. If they're large, then you need to add a -1 size penalty.
Some animals in the bestiary have multiple primary attacks, so make sure that the talon is primary and the bite and claws are secondary.
The sorcerer looks right, except I think you forgot to add the strength bonus to the damage.

Actually from what was explained in a thread earlier the Velociraptor would be
Claw, Claw, Bite +10
Bite +5
The Claws and Bites are considered its primary attacks and do not need Multi-Attack. The extra attack gained from BaB 6+ would only be 1 attack and I would personally use whichever one had the most damage.
