I've been pouring through the Core Rulebook, and cannot find any costing for the creation of magic items that grant virtual feats.
What I am trying to do is have an exotic weapon that grants proficiency to use it to any wielder, and possibly an extra feat or 2 if the weapon's matched twin is worn by the character.
Any suggestions?

I'm vaguely remembering some mentioning of some splat that would grant the proficiency of a weapon to the wielder as a +1 enhancement.
As far as creating a pricing structure for various feats and class abilities, that would largely depend on a series of variables. These include, but may not be limited to:

[li]feat prerequisites and feat tier[/li]
[li]class requirements[/li]
[li]ability score requirements[/li]
[li]level requirements[/li]
[li]base attack bonus requirements (e.g. class requirements)[/li]
[/ul]
My suggestion, if you want to simply "tack on" a weapon proficiency to an item, is to base it off a low-powered metamagic rod, and adjust its price to reflect constant use. This is because both are tier 1 feats you can obtain at level 1, and anyone can get them. (Whether it's of use or not to specific individuals, that's another matter.)
I would, however, exercise caution. Your items will be excessively powerful items, and you're in for more of a headache if they aren't priced ridiculously high.

Yes, it was in the Magic Item Compendium that had it. However the +1 ability was limited solely to weapons and armour which gained an advantage with it as per a Fighter feat (ie armour - combat reflexes, mobility, dodge, etc; weapons - precise shot, cleave, etc).
Other than that, it cost 24,000 gold to have it place on an item.

You missed rule 1 (price like similar items) and rule 2 (price dissimilar items like items of similar power.)
So look for items that do similar things (IIRC Bracers of Archery grant proficiency.) When that fails, price it at the breaking point between "hell no I won't pay that much for that crap" and "arrrg I really want this, should I spend this much for it?"
