One of my players wants to create a vest/bandolier that allows him to draw a wand from it as if he had the quick draw feat 3x per day but he's not sure how to build it with the rules.
He's thinking of using summon instrument (getting something to your hand), and I immediately thought of haste (moving faster than normal). The first seems too weak the second seems like overkill (why not just have it cast haste).
He's looking for cheap, roughly comprable to Glove of Missile Snaring (one of the few other items that duplicates a feat).
Any ideas?

Well snarky reply is to have Quick draw as a prerequsite ;-)
Looking at Gloves of Arrow snaring, the pre-req is shield. Expedious retreat might be a good option, since it boosts ground speed. Kind of kludgy, like shield is for the gloves.
If we go non-core, we have more options. If he can pull a specific wand from it and it holds them in like a quiver, then Zatmenye's Coat of Arms from Necromancer Game's Eldrich Sorcery.
Book of Roguish Luck might have something but I dont' have that handy.

Yeah, I thought of Expedious Retreat too, and it seemed kludgy. But since it's not a very powerful effect kludgy could work.
What would you cost it out like?

The idea that a bandoleer allows you to use quickdraw with a wand means you can "draw a wand as a free action", however a character with a base attack bonus of +1 or higher can "draw a wand as a free action as part of movement". Only in a few situations will having quick draw benefit the character like if he couldnt perform more than 1 action per round.
Applying this to a bandoleer for thrown weapons however is much more useful since it allows someone to throw weapons at their full attack rate.

I'm not the one who wants it, my player wants to spend roughly 3 grand, who am I to argue.
We've also discovered that those situations come up a lot more than we thought they would (the player is 9th level).
But you're right, it would be cool for thrown weapons.

Something about this rule got me thinking ...
Draw or Sheathe a Weapon
Drawing a weapon so that you can use it in combat, or putting it away so that you have a free hand, requires a move action. This action also applies to weapon-like objects carried in easy reach, such as wands. If your weapon or weapon-like object is stored in a pack or otherwise out of easy reach, treat this action as retrieving a stored item.
If you have a base attack bonus of +1 or higher, you may draw a weapon as a free action combined with a regular move. If you have the Two-Weapon Fighting feat, you can draw two light or one-handed weapons in the time it would normally take you to draw one.
Drawing ammunition for use with a ranged weapon (such as arrows, bolts, sling bullets, or shuriken) is a free action.
According to the write up you would be inclined to think that drawing and sheathing a weapon are identicle in this article. However if you look at the Actions table Drawing a weapon (3) is listed seperately from sheathe a weapon. The (3) refers to a footnote stating the +1 BAB ability to use as a free action which is not present after sheathe a weapon.
this leads me to believe that quick draw is exclusive to drawing weapons, not when you sheathe a weapon. so to draw another wand he must either spend a move action sheathing the wand (and a free action drawing a new one) or drop the wand entirely. While not totally inconvenient in your example, for a character using two weapon fighting this would be VERY inconvenient.

As the player who wants this item, the biggest reason I was pondering it was simply that I viewed drawing a wand as something different than drawing a weapon, thus not qualifying for the 'draw for free' clause of having a +1 or better BAB.
It's got a kind of flair to it to be able to, with a single action bring a wand to hand and activate it.
And there are just some circumstances where you want a move action for something else, a standard action to fire the wand and wouldn't you know it, you're out of actions if it isn't in hand already.
I wasn't sure where to find how to cost out a magical item that replicates a feat like quick draw, or I'd have willingly referenced that for the creation. Thanks however for the plethora of ideas here, we'll be able to come up with something based off of them :).

The least crystal of return allows you to draw a weapon to wich it is attached as a free action. (cost: 300gp)
I think you could treat a wand as a weapon.
Magic item costs in 3.5 assume that a 5/day item and a at will item have the same cost.
Reducing to 3/day the cost would be 60%
The cost would be 180gp.
