"Mate"? Maybe, "Make use of for temporary pleasure/relief of need"? Definitely... and if the lesser mortal survives so be it, and someone bares a child so be it.

I've known a few dragons who go out of their way to try and spawn powerful children with a diverse swath of races.
Remember a dragon plus something = half-dragon something.
The draconic heritage or any heritage of a sorcerer should normally be much more removed then that. Generations between whatever is tainting it's bloodline and itself.
Bestiality's a big thing with some dragons.
Was wondering... I can see the good dragons breeding with races to get bloodlines for the sorcerer. What about the evil ones would they "mate" with other races especially reds and whites?
It doesn't have to be actual mating. Perhaps it's a ritual where you drink the dragon's blood, or you eat one of its unfertilized or stillborn (?) eggs. Perhaps you made a pact with Apsu or Dahak. Perhaps you slew a dragon and bathed in its brain ichor for three days. Whatever it was, it changed you, and this change was passed on to your offspring, sometimes manifesting as something like a half-dragon, sometimes as the draconic sorcerer bloodline, sometimes as latent potential waiting just the right trigger.

I think it's a big contest among themselves as to who can create the strangest half-dragon.
Blue half-dragon human? Been done. Black half-dragon bear? Cool. Green half-dragon lizardfolk? Gross, but okay. Red half-dragon purple worm? Wicked. White half-dragon celestial dire badger? You win.
