During Seven Days to the Grave are there any Priests still tending their flock at the Pantheon of the Many?
I'm going to guess that Urgathoa is one of the 4 deities not represented in Korvosa. Along with Gorum, Rovagug, and Lamashtu. These four don't really tend to play well with civilized society.

Moreover, cult members travel at night to Gray, where they attempt to undo the work of the church of Pharasma. Several of these cult members are themselves undead, and they remain within Gray during the day, hidden deep in the crypt-filled Vaults beneath the district.

That's up to the individual GM. I think that there probably are, though; these priests are likely minor acolytes and are probably unaware of the fact that their religion's got bigger things going on in the city. Urgathoa's an evil deity, but as the goddess of disease, her presence in a large city is undeniable. So she DOES have a shrine in the Pantheon of Many, but it's not a big one or a popular one, and the acolytes who tend it aren't informed about the BIG DEAL so that the church can continue its plans without its public face being a liability.
Gorum, Lamashtu, and Rovagug are the three not allowed in the Pantheon because of all the gods, they're the ones who would actively encourage their worshipers to cause riots and burn down and destroy buildings. The rest of the religions wouldn't; even the evil ones like Urgathoa and Norgorber and Zon-Kuthon and Asmodeus and the chaotic ones like Desna and Cayden Cailean and Calistria all like cities. Unlike the destructive three who aren't allowed in the city at all.

In our CotCT campaign there are two wings of the Urgathoa cult within Korvosa.
One organized and some individuals that have their own goals.
When a half-orc villain from our RotR campaign comes to Korvosa, he works with some of these minor davotees of the Pallid Princess. Some living some undead. A lurking strangler and his zombie minions and a bone cobbler with his skeletons. The half-orc robbed a bank transporter with the help of ghoules and drove it into the river. The PC couldn't stop him, so he bought a lot of onyx for the money that was salvaged from the bottom of the Jeggare by the undead.
As he hates Iomedae's followers more than anything else (his mother was a paladin in her service) he plans to animate all the dead bodies in the Tomb of Leadership and raze the only shrine dedicated to the Inheritor.
The more organized, more subtile part of the cult is in great danger to get uncovered if such a thing would happen, so Lady Andaisin will have to get the half-orc out of the way.
