I like the critical hit deck for extra flavor to critting. No need for an AD&D-like table.
And then there's page count sake, I'd like as few and as little optional rules as possible. No reason why there can't be an "options" book down the road.

I gather you've never played Rolepmaster Laurefindel hehe :)
On the contrary, Rolemaster still comprise the biggest RPG section of my library. Gotta love those type "E" criticals... and the XPs that comes with them if you manage to survive!
That being said, the Critical Hit Deck (and the Fumble Deck for that matter) bring a bit more that mere "flavour" IMO. in D&D, being stunned for 1d4 rounds pretty much means that you are dead, and even if you survive, you're still weaponless...
In Rolemaster, you have a bit more control over the criticals that you deal and those that you can expect to receive (by balancing you OB/DB, wearing armor etc).
I personally think there is a niche for critical effects that are somewhere in between core and the Deck of Critical Hits.
I have to admit that the Deck idea is really neat 'though.
