I don't know about the rest of you, but to me, tongue of the sun and moon has never seemed to fit with the monk class.
To begin with, speak language is an intelligence based skill (Now known as linguistics in PF). With monk being a slightly MAD class who relies on WIS rather than INT, the overall 'fit' of the ability is kinda icky.
I could reason that the wizard, rogue, or bard (as INT benefiting classes) might possibly be gifted with such an ability (A wizard learning the languages through study, a rogue from black market dealings or intrigue, and a bard from the desire to master the songs of foreign lands or entertain people wherever he may go).
As a final aside, the last time I checked, this ability already existed as an epic feat called Polyglot (which required INT 25 and 5 known languages).

It fits in the "harmony-with-the-cosmos" concept that the monk is given.
However, I would suggest that the current wording "A monk of 17th level or higher can speak with any living creature" be replaced with "A monk of 17th level or higher can understand and be understood by any living creature."
The monk should not suddenly know all languages (including those of living creatures that do not have a language?)rather than perfectly interpret body languages and universal archetypes.

That is a change I would very much like to see, as is quite easily fixes the roleplay and mechanic issues about a monk suddenly becoming the most well-spoken person in a group (speak & understand removes the exploitation where monk players were claiming the could speak and READ all languages because of the similarity to polyglot).

So what other creatures that don't understand the monks actual spoken language will see from his lip movement, when he speaks to them will be totally off of what they hear too?

I'd like to point out that the monk can "speak" with "any living creature." I can do that, myself. Of course, it is understood that the communication goes both ways, otherwise it'd be speaking "at" rather than "with" or "to."
Also note that this means that a monk can speak with any living creature. Does this include plantlife? Bacteria? What limits are there?

Well, common sense is that he can speak with any living creature capable of communicating in some audible way.
A wolf howls and growls, so he can communicate with it.A Fire Elemental can make some strange hisses (never heard Ignus from Planescape: Torment ? 'Ignusssss wishessss to BUUUURNNNN...' - even he was only a human who CHANGED into a Fire Elemental), so a monk can communicate with it, too.
A bacterium or fungus? I don't think so...
