I currently play a cleric who choose the repose domain and my DM ruled that the slow effect against undead creatures is also capped at his Level/HD. Imho this makes this ability next to worthless.

Personally I think it was intentional that the 'This ability has no effect on creatures of a higher level than you or with more HD.' restriction is placed after the living creatures part and that it does not apply to undead creatures. Especially since undead have more HD per CR(Table 12-7, p 294) than the majority of non-humanoid living creatures.

Personally I'd suggest that a cleric can choose if he want's someone put to rest(sleep for the living/paralysis for undead) or slowed. The first only works on creatures up to his Level/HD, the later against anything.

I agree with your DM and would apply the limit to both.

As for being next to worthless, no save, person becomes helpess ready for coup de grace - not bad for a 1st level ability useable at will.

On second thought you might be right. it depends a bit on the creature type but basically it's a brutal ability against goons. Unfortunately we're stuck in a dungeon chock-full of constructs and high HD critters(Did I mention I hate, hate, _HATE_ elder black puddings!) so I didn't had much chance of using it.

As we're playing the Age Of Worms adventure path I'm more concerned about the effect against undead. As already posted I think the wording indicates that the <= HD part is only for the sleep effect.
