I like the chance of the spell working on an artifact. I also like the fact that if it does work on an artifact, it draws the emnity of a powerful being. It gives a chance to take out something like the Hand of Vecna and end its threat for good, but only if you're willing to directly piss off Vecna himself.

Artifacts, in my opinion, are too powerful to simply be destroyed with a spell like Mage's Disjunction. It used to take extreme measures to destroy artifacts, and I thought that was great. Characters just couldn't get rid of something that powerful without taking some big risks, and they had to deal with it the entire time until it was gone.
Where's the fun and/or challenge if you can just wave your hand and make a powerful object like the Hand of Vecna just disappear with a wave of your hand? Wouldn't have been much of a story if Gandalf had been able to just mumble a few words, wave his hands and make the One Ring go bye-bye. Granted, it would've saved alot of time and worry for everyone else.
Allowing an artifact to be affected by Mage's Disjunction, in my opinion, would be a loss of a great opportuninity for an epic scale quest and roleplaying options.

I dunno, destroy the hand of Vecna and Vecna gets pissed. I'd rather have his hand, than have him mad at me, I think. I've not yet had a character who could take on a god, much less the potential of several.
(and lets face it, if you go poaching artifacts, the guy you tick off will get the attention of others, and you'll have 'em All shooting off the evil eye at you. Not typically a good scenario for the average PC.)
Just when the PC's think the threat is over, the Hand and the Eye are finally destroyed, the last campaign truly begins as they set out to thwart death by the God of Secrets himself. No damsel or town are they set out to save now, for the lives the Heroes must save are their very own.

A few things about using Mage's Disjunction on an artifact:
First, you have only a 1% chance per caster level of succeeding. You'd have to be nearly godlike in power yourself to even have a 25% chance of succeeding.
Second, you run the risk of permanently losing all spellcasting abilities. That's a pretty significant deterrant right there.
Finally, you are 95% likely to draw the emnity of a powerful being with an interest in the device.
All in all, I'd say the spell's risks are significant enough to make it a last resort. Also, using it on an artifact is likely to cause more troubles (and more adventure ideas for the GM) than it solves.
