I will start by saying I have not play tested this idea, or if it has been covered already.
Would it be possible to have a multi class character of 3rd Lvl Sorc with the Aberrant Bloodline/Monk?
Would the Long Limb ability of the Bloodline be applicable to the Monk unarmed attacks?
At 3rd level the ability gives a +5 foot reach to melee touch attacks, without increase to threatened area.
Would the character be able to pound on an enemy from 5 feet away, and step back after the opponent makes his step and single attack? Rinse and repeat?

I think not, if the ability specifies melee touch attacks only. Unarmed attacks (monkish or otherwise) are NOT touch attacks. Not increasing the threatened area is also a giveaway.
OTOH, an aberrant sorcerer/rogue could use it to deliver a Shocking Grasp with Sneak Attack bonus at 10'.

This ability is a little odd because it says you can use the ability just to deliver touch attacks. Personally I can think of a dozen other great in-game uses for it.
- It should give a bonus to climb rolls because having 10'long arms would be incredibly useful for climbing
- Picking pockets/ grabbing things at a distance (that key to the jail cell across the room)
- Melee attacks with a light weapon...
The only thing I can figure is that your arms are stretchy but super flimsy when extended. Overall just odd and not very useful as written.

Can a sneak attack be done with a touch attack? Aside from a Shocking Grasp to the groin that is?
Orge, good points on using the stretchy limbs for non-combat roles, though the text says 'whenever you are making a melee touch attack', so I read it as fairly limited.
But using the monk example above, would that allow long legs?

Yes. It's in the official WOTC D&D 3.5 FAQ:
The bonus damage from sneak attack, skirmish, or sudden strike applies to any attack that requires an attack roll, even touch attacks. -- p23 of the 3/14/08 FAQ.
