I suppose this maintains backwards compatibility, and may be some sort of a step in creating a more effective level adjustment system, but the part of me that actually cheered out loud in my FLGS when I read the 3.5 MM and found that Monsters FINALLY ran on the same rules as PCs is a great deal saddened by this. 2nd was terrible about having separate rule systems for monsters and PCs, 3.0 was a big step towards a unified system, but 3.5 brining monster feats in line with PCs (every 3 levels) was the thing that sold me on 3.5 entirely.
It just seems more elegant and simple for new players (I'm using 3.5 as an example) to be able to learn: You get a feat at 1rst, and then every 3 levels after, IE 3,6,9,etc.
As opposed to 3.0: You get a feat at 1rst, and then every 3 levels after, IE 3,6,9,etc. Unless you have racial hit dice, in which your racial HD type determines when you get feats. See table blah:blah.
Now Pathfinder isn't as bad as 3.0, but its still saying: You get a feat at 1rst, and then every odd level after, IE 3,5,7,etc. Unless you have racial hit dice, in which case ou get a feat at 1rst, and then every 3 levels after, IE 3,6,9,etc. Added sentance for dealing with class levels on top of racial HD.
I dunno, just seems inelegant, and while backwards compatible on the surface, it kinda looks like it might be actually less backwards compatible due to confusion issues. A very easy and small table could be put in the Monster section outlining how many "extra" feats a converted monster gets based on its HD.
HD # of Extra Feats (Not Cumulative)
1-4 HD: 0
5 HD: 1
6 HD: 0
7-9 HD: 1
and so on. Just my 2cp.
