Under 3.5, Prestige class A requires 8 ranks in Ride.
A fighter can enter the prestige class at level 5 (8 ranks).
A wizard can enter the prestige class at level 13 (8 ranks).
Under Alpha 2, the 3.5 Prestige class A requires 8 ranks in Ride.
A fighter can still enter the prestige class at level 5 (5 ranks +3 bonus).
According to the designer notes on page 36, a wizard can enter the prestige class at level 10. (10 ranks)
The formula for cross-class skills as prerequisites is
(3.5 prestige class required skill ranks-3) x 2
(8-3) x 2 = 10
Question: Is the lowering of access requirements a desired consequence?
If it is not, i.e. if prestige classes should be attainable at the same character level as in 3.5, the formula for the minimal number of ranks in a cross-class skill should be:
Alpha 2 minimal ranks for a character with a class skill + 3.5 prestige class required skill ranks
i.e. 5 + 8 = 13

You are working under a false premise. The +3 bonus which you are refering to is an unnamed bonus to your roll with that skill, not to the ranks of that skill. Your max ranks in a skill per Alpha2 is your Hit Dice. Therefore under Alpha2, with out the Designer Notes: Prestige Skills rule, said fighter would have to be level 8 (Max Ranks = HD).

The OP is right about that.
Right now I think it's just a short time solution.
Let's take a look at your example.
Under 3.5 a cross-class skills max. ranks were: (HD+3)/2 = Ranks needed
So you had to be: "2x(Ranks needed)-3" = HD
So if you need 8 ranks in a cross class skill you need:
HD = (2x8)-3 = 13
If you take a look at "my" formula and the one from the PF, they only differ in the parenthesis. But mine would be mathematically correct.
Ok, I just realized that I am drifting away.
So to answer your threads title question: I don't know if it's intended or just a "D" in mathematics. ;)

It looks like the -3 was dropped in the box. If the level requierments are the same as in 3.5, we should have:
Whenever a prestige class calls for a number of skill ranks, you can qualify for the prestige class if you meet that number of ranks –3 if you also have the skill as a class skill. If you do not have the skill as a class skill, you must possess double that number of ranks -3.
