Why are bloodlines and schools in different chapters?

Arcane school benefits aren't grouping of spells anymore, so why are they being included in the chapter on spells? As an exclusive function of the wizard class, shouldn't arcane schools be included in the wizard class the way sorcerer bloodlines are included in the sorcerer class.

For that matter, shouldn't domains be listed in the cleric class (and cross-referenced in druid class). Domains aren't spell lists, either.

Or kick the Sorc bloodlines to the Spells chapter also. Keep things consistent, at least.
