Can anyone use regular feats to get combat feats? I assume so, but the rules aren't clear.

I can't tell if only Rogues and Fighters get Combat Feats in Pathfinder, or if anyone can take them.

Anyone can take them using the character feat they get every odd level.

A fighter can use his class feats to get them.
