I am confused about the wording on this one. It reads: "this ability has no effect on creatures of a higher level than you or with more HD..."

Does this relate to class (cleric) level, caster level or character level?

Also - is there a save or a duration? My presumption is that it is as the spell Daze, but I don't like to presume.

SRD - Condition Summary wrote:

The creature is unable to act normally. A dazed creature can take no actions, but has no penalty to AC.

A dazed condition typically lasts 1 round.

I had the same question when this came up (it comes up a couple of times, I think). I believe that the intent is that there be no save and a duration of 1 round, but this should be stated.

Also, "higher level" or "more HD" are redundant. This should specify that the effect fails if the target has more HD than the character's cleric levels.

Not only are they redundant, but they're also unnecessarily repetitive.
