            Every body needs to start in their respective color zones please. And two characters can't start in the same square (I'm looking at you, Jacyn and Shins).
I've fixed the letter coodinates so the extend into the starting areas.
Edit: Yes the sandbag walls give you cover.
I can't view the new map, but on the old map, I'll start at A13.

My assumption was they provide cover like low walls (+4 ac, +2 reflex saves)but the Arenamaster would know exactly.

Most low walls run about 2'-3' in height. I assume these are those type but I don't know if you would need a jump check(I would think not but they may cost extra movement to get through, like difficult terrain)

            How tall are the sandbag walls, by the way?
Yes, the walls provide cover. +4 to AC, +2 to reflex saves. They cost two squares to move through a space containing a low wall. A DC 20 Tumble check will allow you to move normally over them (DC 25 to charge over them).
They are 3' high. It is assumed that you are in a low stance to take advantage of the cover. You don't have to sit or go prone to get the cover bonuses, and you can make attacks and cast spells as normal.
I also just noticed that I left the letter "P" off of the map.
