Scarlet Brotherhood as Pirates?

Does the Scarlet Brotherhood engage in piracy? I've always thought of them as "Fantasy Nazi's".

Actually, as a governing agency, they can

A) engage in "legal" search and seizure of ships within "their" territorial waters.

B) Commit acts of war against ships flying the flag of other government agencies in "open" waters.

C) Issue "letters of marque and reprisal" to private ships to commit "acts of piracy" against ships to which the "letter of marque and reprisal" condone. The ships are known as a <a href="http://en.wikipedia.org/wiki/Privateer">"Privateer"</a>.

Piracy is generally reserved for non-government sanctioned banditry on the high-seas.

Well, I don't suppose they have to. I guess they don't have to if they're the fantasy nazis. Cause then they would have a good amount of wealth, though I can imagine elves being turned into soap and lampshades.

Sea Wyvern's Wake includes a battle against a Scarlet Brotherhood pirate ship.

I think it's safe to say the Scarlett Brotherhood would not recognize any other government as legitimate and would condone any act that furthers their agenda ... so yeah ... Piracy is open game.

but as a group some may choose to join.. shouldnt they be rather like good guys with a twist of nastiness?

Yeah, I was wondering about that myself. They were listed as one of the groups your PC's could join but then they turn up as one of the main antagonists of the game. It would certainly be an interesting moral dilemma to see played out but might be difficult to manage.

Thankfully, as annoying as my party of pirates are being, they at least have kept their free agency. Though, I can tell you that they probably wouldn't be interested in joining with the Fantasy Nazis anyway.

I always thought the Brotherhood was only "Pro-Suel" and has no time for anyone else.

I imagine that the Brotherhood would issue letters of Marque for pure blood Suel Captains.
