Actually... something like Star Trek: Frontiers
Set it on the border out toward the Beta Quadrant. A smaller ship, with a particular base, trying to maintain the Federation Dictatorship against both internal and external forces.
The Beta Quadrant should certainly be next... we've been everywhere else.

Last season, once they finally got past the Xindi and time war stupidity.
They hit the Euginics wars, the klingon differences, and even both the Mirror universe and the Tholian web.
Now if only they'd actually had Archer screw something up so bad they needed to create the prime directive.
I'd actually buy a DVD with the just two mirror episodes on it. And I loved the alternate credits.
And of course Linda Park in the mirror uniform... purrrr.

Star Trek: Redshirt
Each episode will follow one redshirt around. His or her likes and dislikes, people they know, and duties on the ship. You know, sort of like a peek into the life (albeit a short one) of these in depth characters. Sadly, at the end of every show, they are killed on some planetside mission.
Imagine the guest stars! It'll be the show everyone in Hollywood will want to be on, so they can say "Hey, I was a Star Trek redshirt"

I think that Gene R.'s original concept should be honored; if not, don't do the show. Ratings started slipping with DS9, and each succesive series eroded further. Was it because of Star Trek market saturation, or deviance from the hopeful future Gene envisioned?
The best series, IMHO, were Original and Next Gen--the ones hewing to Gene's concept. To recapture the magic, go back to the source.
So I say 'no' to any show that paints the Federation as evil (although I admit that the Mirror Universe ramifications would be interesting). I think that earth and its problems should be far away from the events of the show; far better to address topical issues through conflicts happening on strange new worlds.
What is needed most are empathetic, well-drawn characters who have noble ideas and occasional lapses in judgment because like us, they are all too human. Archer and his crew were just too bland! Aliens are great, but work best as the outsider commenting on human foibles (thus no series about Klingons or Romulans). Frankly, Garak of DS9 would be perfect for such a role...
Of the ideas posted above, many are focused on war. I know this is a hot topic right now given current events, but we already did WWII in DS9 and 9/11 in Enterprise; these dark themes, while dramatic, are too heavy for a weekly Star Trek show as Gene designed it (during the Vietnam conflict, no less!).
The best idea posted, I think, speaks of the Federation sending a survey team into a new region that needs help. Perhaps a region has been freed of Borg control and needs to rediscover individuality and personal responsibility. Maybe there has been a devastating tragedy, like some kind of galactic Hurricane Katrina that has created a need for someone to bring hope to many different places. Maybe the Cardassians ask (reluctantly) for outside help in rebuilding after the Dominion War. Whatever the reason for going, the crew are bringers of hope and possibilities (and occassionally crime-solving capabilities) but they are not part of a peacekeeping force. Nor should the series focus too heavily on any one alien culture (like the Bajorans).
Of course, we all know that what made ST sing were the leads and the stories. The right characters, played by the right thespians, speaking the right lines can carry a show regardless of any other perceived weaknesses. A great show isn't designed by committee--it comes from a vision of a wonderful future.

So, I attended the Star Trek 40th Aniversary Gala in Seattle last September, and the big thing they were showing was the trailer to "Of Gods and Men" which appeared to be a sort of Dark Mirror thing. It's got a lot of Star Trek actors across all series, all thrown into the pot. Directed by Tim Russ. At dinner, I got to sit with the writer, Director of Photography, and H.G. Hertzler and discussed it with them. It sounds and LOOKS so cool!

I also saw ST: The New Voyages, and while Kirk doesn't look or act like Shatner AT ALL, and their Spock looks....weird, I genuinely like the episodes. Walter Koenig was showing the one he's in, and it was done REALLY well.
As for what the next series should be? I think Riker should get his own ship FINALLY, and they should have a whole new series just for that!!! Riker is the new Kirk, baby.
I know that it shouldn't be Voyager or Enterprise, though. I never got past the Enterprise series having spacecraft that looked technically more advanced that the NCC-1701. Should've had less tech, and more...duct tape.
But I agree with the post above me...when a series strayed too far from Gene's vision of Trek, the series failed.

I think a series set in the continuing trek universe (just after Voyager) that shows starfleet to be 'the bad guys' and lets the viewer see just what it's like if your one of those people who wants to have money, a religeon, smoke, drink and some other things that dont seem to be allowed on the Enterprise!
This series would tell the story of those who dont want to be assimulated by the fascist-flavored federation! :D
The stars of the series would be a group of freedom fighter/terrorist/rebels made up of different races who have exciting adventures in the alpha quad.
Things like trying to bust out politcal prisoners from federation jails or escaping capture by starfleet ships!Each episode would see them desperatly trying to tear down this HUGE overbearing borg-like culture eating creature by pulling various stunts like kidnapping important trek figures and sabataging first contacts, stealing starships and blowing up outposts etc.
This rag-tag group would be supported by all manner of power groups, often by the Ferengi - who would supply them with cool tech and hide them in space-safehouses, fit them with cloaking devices and other nice things.
It would be great if done properly.
I was bad and didn't see if anyone else brought this up but (in addition to the great suggestion of Blake's 7 which was awesome), this sounds alot like Joss' Firefly...

I liked TOS, I liked TNG, I was hit or miss with DS9, Voyager hooked my wife more than me, Enterprise lost me in the first episode, and I stayed away after the time-war bullfeathers. I'm still a huge fan of Star Fleet Battles and its spin-off games.
My suggestions?
Stick it in the same time as TOS. Place it in the time between ST:E and TOS. I'm lost with the whole Dominion/Founders/other Quadrants stuff.
AVOID STINKING TIME TRAVEL!!!!
One of my favorite episodes in TNG was the "Lower Decks," where the main characters were some low-ranking officers, and the command crew appeared rarely, and Picard hardly at all. Do something like that, the (small) cast is mostly the lieutenants and ensigns who *should* be on boarding parties/landing parties/away teams. Keep the Captain or First Officer as a distant fatherly/motherly authority figure who hands out assignments, promotions, praise and blame; like the Captain in many detective/cop shows. I've liked BSG for showing us the Chief and his deck crew, let's see some of the redshirts up front and center.
NO TIME TRAVEL. NO INTERDIMENSIONAL TRAVEL. NO BORG.
No war, but you can hint at one, or have incidents that could become one. Like TOS.
Academy? Meh. It would be Hogwarts in space, no?
If it's on a ship, stay on a ship. If it's on a station, stay on the Station. DS9 lost a bunch of points when they added the Defiant- "Here, you have a lot to do, we'll give you a ship and no crew, so there are two jobs for everyone!"
That's my 2 credits.

Star Trek has had the Good, the Bad, and that damn song from the opening credits of Enterprise which made the whole thing unwatchable.
Do what the did with TNG. Stuff happened in DS9. The whole political structure of the known galaxy was crumpled up, pooped on, thrown in a hat, and set out to grow flowers.
What happens? It would be cool to pick up 20 years down the line or so. Admiral Picard, hell make him Federation President. Admiral Riker. A new crew, new events.
The romulans, after their pounding by the Dominion, went into another perod of isolationism and xenophobia. Now, 20 years later, a new generation (with Spock's help) has started an open revolution. Romulus, or Remus, has thrown over the empire. New appeals to the Federation for aid. Does Starfleet violate the neutral zone to help?
The klingons have a new strong chancellor, a closer alliance with the federation than ever, and came out of the dominion war with minimal territorial damage. But, it has been alluded to that there is something beyond the Klingons in the Beta Quadrant. Something that helped to justify their constant military expenditures. What if that something stretched out its claw?
The Cardassians were clubbed like baby seals during the war. Now they are rebuilding, easy prey for pirates and vandals, and worse yet con men, predatory lenders, and other social evils. They are a proud people, who finally seek admittance into the Federation. But the skeletons in their closet still rattle about, and what happens when one is found?
The Borg threat is all but destroyed, Janeway saw to that. We can be done with that mess, except, the survivors. Without the unifying presence, without the queen, what would happen to a few isolated ships that survive? Hugh syndrome?
Heck, the dominion collapsed too. The founders have lost control. There is a whole quadrant trying to come into its own, lash back at their former keepers, and make their own way.
The setting offers dozens of stories already, and sprinkling in some new threat isn't hard. The Breen have barely been touched, the Tholians have been effectively hidden for years.
And finally the cleanup episodes. 20 years before, the enterprise saved colony ? from a passing stellar core fragment. What happened to them? Did Bashir find Section 31? etc etc.
The show needs to be episodic, but thematically linked. Overarcing plot lines can be great, but they aren't Star Trek.

I think this is the first time ever I've ever felt the need to 'quote someone for truth' -well done! :)
That song and the guy from Quantum Leap plus the series being a prequel are the reasons our house didn't watch Enterprise.
