The "Whispering Cairn" adventure says that the circlet from Zosiel's tomb is a circlet of wisdom +2, but goes on to state that additional properties will be revealed in forthcoming adventures. However, what are we supposed to tell the players if they cast identify on the circlet, shouldn't that reveal all of its properites?

I'd hazard a guess and say that identify would not reveal the other powers of the circlet. There are a lot of powerful magic items (such as many artifacts) that cannot be identified by normal means. Its just something that DMs use to make sure that PCs don't mess with their carefully laid plans like doors that can only be opened with special keys no matter how powerful the PCs are or magical effects that don't follow normal spell conventions like magical thunderstorms that transform the entire population of a city into demonic beasts.

Question for the team- Will the aditional powers of the circlet be keyed to specfic classes???
Reason im asking is i intend to have the circlet have a design/symbol on it that match that to a pendent/broach that the cleric in the party has had since birth.
At this time, all the circlet does is act as a +2 Wisdom booster. Its additional properties yet to be revealed will be usable by all classes.

I love the power the authors have writting this stuff. Erik could have wrote that the noble's outfit the dead goblin is wearing appears normal, but has additional qualities that will be elaborated in future AP installments, and the entire board would then spend months debating what cool thing the outfit is for..and then the staff could totally crush expectations by saying it simply has an enchantment that keeps it perfectly pressed.
What I'm saying is that given the lead-in this circlet has gotten, it better be meaningful! I'm talking like immunity to mind control from abberations or something like that..

The additional power or powers the circlet has won't be super powers.
The additional power or powers will be tied to the campaign plotline.I'm 97% certain at least one reader will be disapointed by these additional powers when they're revealed, but that's just because I have potent powers of cynicism of my own.

To get around PCs using Identify or suchlike, on items with an important legacy, all you have to do is ensure the 'additional' properties of an item are not actual properties of the item itself, but of the environment the PCs enter later on.
There is a long precedent for this, in spells such as Contingency, Hallow and heck, even Magic Mouth. Spells that can scan their surroundings, and activate if a specific trigger is present.
All you need is the phrase '...if anyone enters this area, wearing a diadem inscribed with the glyph of Wind Duke Zosiel, they are affected by beneficial Effect X, as long as they remain...'.
Casting Identify, Analyse Dweomer, or otherwise communing with higher beings will not reveal this fact, since it is not a property of the item at all.

Well, to be fair, Analyze Dweomer might give you a hint to that. Then again, it might not. Just depends on the "nature" of the enchantment. Commune could get it, if you asked the right questions, but I agree, simply asking "What powers does this have? Any others?" won't get it, but asking "Are there any places or things that will behave differently if this item is brought near them?" or "Are there any places or things that will cause this item to behave differently if brought near them?" could get you a good idea.
But yeah, identify won't give that sort of thing away. And considering the circlet's true nature, thats exactly what we are talking about.
