I don't think potency runes count towards overcoming physical resistance in PF2. There are no separate rules for DR/ER anymore.

Snorri drops his hammer and draws a javelin from across his back. Electric sparks scuttle along the shaft as he takes aim and throws it, and it turns into a bolt of lightning mid-air!

GM, up to you to decide if I need an Interact action to draw it in addition to 2-action Operate Activation to throw. If I do then I don't concentrate on Inspire Courage this round.
Also up to you to decide if the spell changes from Update 1.5 apply, giving an extra d12 damage.
Lightning bolt on both wolves and the nearest giant, Reflex DC 22.

Snorri will generally try to stay within 20ft of the elemental, not necessarily next to anyone. By Con save you mean Fortitude, right?

Shorri braces himself against the gust of wind but is still pushed away a bit.
He keeps on his inspiring song, weaving a bit of magic into it.
"When the wind fills the sky and clouds will move aside,

He then throws his enchanted hammer into the roiling whirlwind!

Honestly I don't think that comparisons to other editions serve much purpose...
I would argue PF1 version is OP for a 3rd level spell when it works and useless when it doesn't.
5e seems better on its own but I haven't played 5e so can't place it in context.
I like that PF2 version is almost guaranteed to debuff the enemy, though I dislike that it only applies Slowed but not Hampered (and those names should really be reversed!)

heroic adventurer question #1
Like most dwarves, Snorri was prejudiced against goblins, but he has warmed up to them somewhat after adventuring together with some of their kind. He approached Ogthup respectfully.
"Master Ogthup, your survival skills are clearly top notch if you made it out alive; can you explain to us what you meant by those goblin faces?"

The door opens and a gruff dwarf in scale armor with black braided beard, an ornate hammer at his hip and a set of bagpipes on his back comes in.
"Please forgive my tardiness Venture-Captain, I was giving a recital of the Pathfinder Chronicles to the new recruits at the amphitheater and the audience only let me go after three encores!"

He quickly introduces himself to the group and gets a primer on the task at hand.

"A Tien-inspired dialect of Jotun? That's interesting, perhaps the giants are more amenable to coexisting with them than they are with our people!"

Mark Seifter clarified on the boards that property runes count as separate items (unlike potency runes which count as one item because they have their own entry in the items by level table).

Unless they were targeting TAC, none of those actually hit me as nobody rolled over 22 and my AC is 23! Also I still have 3 mirror images up so I feel safe. Fenguk would probably better use that Heal on Hylar.

Counter Performance, not sure how exactly it works as it is takes two actions to cast but also has a trigger. I think it will affect anyone who needs to save vs her song next time.

I have cast Heroism 5 minutes ago and it lasts for 10 minutes, I was just spelling out where the bonuses are coming from.
Snorri also needs to know the watchtower height as his hammer has 20ft range.

Snorri will cast Heroism on himself, which lasts 10 minutes. It gives a +1 conditional bonus to attack rolls, saving throws, skill and perception checks.

Snorri also has several one-minute buffs he could use. In particular, he would like to apply an oil of magic weapon to his hammer if he knows that the combat is imminent within a couple of rounds.

If someone needs healing he is happy to cast Soothe once on 2nd and 1st level each.
