Collecting and moving small pebbles with its mouth or paws, the rabbit methodically, if somewhat awkwardly, is able to re-position the pebbles into some sort of discernable pattern or shape. Perception DC 2: The rabbit, if such a thing is possible, has arranged the stones to fashion a crude approximation of the letter "B" and appears to still be at work.
I realize that I may be playing a little loose with the game mechanics here--the low Intelligence rabbit, who spells with rocks vs. the high Intelligence witch, who acts as dumb as rocks--but if your'e willing to give me the leeway, I'm willing to continue to wing it for the purposes of fun.

Perception: 1d20 + 1 ⇒ (6) + 1 = 7 But is obviously distracted by the swaying motion generated by the witch trying to stumble her way through the rubble in a ball gown.
