If it wasn't a PFS game, I would probably lobby for the GM to house rule around the oversight in the spell, but for better and for worse PFS GM's have to follow the rules to the letter.

Due to a bug in the Raise Dead spell, Silas cannot be raised. When the spell is cast, the recipient gains two permanent negative levels, which would just kill him again. Level 1 characters only take 2 points of Con drain, but there's no special dispensation listed for level 2 characters. I wasn't that invested in the character, so it's not that big of a deal. As a GM, I once killed a PC in First Steps via criting on a greataxe, I figure I had it coming.
