Panza roars and rushes forward towards the nearest giant, massive jaws choming at the bit.

With haste he has a 70' move speed and he has 15' reach. This should let him charge the giant. Air walk means he doesnt mind about the water. If he grabs he drags the giant to an adjacent spot, he will pick the other side of him. He will then let it go as a free action to dump it into the river.

By raw a spell with a duratiuon of 1 round is a full round action. And afaik you can't split a full round action over 2 rounds. I know it's a common house rule but this is PFS (and to be honest, summons are already all powerful imo)

You can indeed split a full round action over two rounds, taking a standard action each round.
