I assumed we were stating our turn intentions, to be resolved by the GM in initiative order.

From what I've seen of other PbP games, in combat, everyone states their intended actions in whatever order they happen to post, and THEN the GM resolves those actions in initiative order. Saves anyone having to wait on posting. I assumed that was what was happening here.
