After some more forum rule research, I agree now. I don't think it makes a lot of common sense, but from an action economy standpoint, i get it. Never seen that rule in place before however, so will mark it down to learning something new every day.

The rule you mention above is only if you are restricted to a Standard Action in your your turn (certain conditions only allow Move or Standard actions, but not both, like surprise round for example. If he were eligible for Full Round Actions, that restriction does not apply. See the rule in the paragraph above what you mention(emphasis mine): PRD re Charge:
Movement During a Charge: You must move before your attack, not after. You must move at least 10 feet (2 squares) and may move up to double your speed directly toward the designated opponent. If you move a distance equal to your speed or less, you can also draw a weapon during a charge attack if your base attack bonus is at least +1. I assume Smarmy was not restricted to Standard Action only (eg, surprise round, staggered etc), and that he has a BAB greater than +1. If so, he should've been able to draw a weapon while charging. Not that it really matters now.

Glad to be free of the union workers, Khouri heads for the exit where the disturbed cloud of spice passed a few seconds before. Khouri tries a bit of the food offered by Nergi but isn't impressed at the spicy Kelish fare. When the group hears the argument from inside, Khouri nods his agreement with Raynor. The dwarf fingers his axe, ready to leap into action when the door is opened.

Khouri continues to search for the warehouse where Nasir Tandir is reputed to be. Khouri knows nothing about a license and tells the captain so. "What is our next location to find one of these statues?" Once they are outside the anti-magic field of the Secure Market, the warpriest uses his wand to cure the injuries sustained in the tussle with Saldin. As Nergi throws down the quarterstaff, Khouri steps up and grabs the weapon, turning and cracking a big roundhouse blow at Orange Guard as part of the motion of standing. "Ah, that's more like it! Even though the wound from the guards attack smarts, Khouri has little else he can do with no weapon and no magic available. He steps forward and tries to knock the quarterstaff from the hands of Blue. Once Bo has (probably) disarmed the merchant, Khouri steps in and grabs the unarmed man, holding him fast until his allies can figure out what the heck is going on. "Attacking customers is just not good business. Abadar disapproves greatly." says the warpriest with a grimace. The Grandmaster holds information that is valuable. information we need to complete our mission, which could endanger many. He is aksing for something of value which is hard to ascertain. A future favor may be more or less valuable than the information we seek, but that is how the market works, Abadar be praised! While I find it a bit distasteful, I feel compelled to accept the offer, and the necessary information, so we can complete our mission. Whatever the future favor is, we will have to pay the price sometime." He nods his agreement with the paladin and hopes that the halfling will understand and agree with the rationale.

Following the tenets of Abadar, that the price must be paid for all things of value, Khouri cringes a bit knowing that Torch has a reputation for extorting high prices for his services. Looking around at the valuable trophies and mementos, Khouri is suitably impressed. In his world, the more outward signs of opulence and success one displayed, the more impressive they must be. His weapon of choice is dwarven waraxe which is hung at this side.An ornate golden key hangs from a filigree necklace. The dwarf takes his surname from the dark beard, which is braided and oiled for the occasion, and which is flecked heavily with spots of white. His head is shaved bald which glistens in the heat of Qadira.

Now that the shadow dretches are taken care of, Khouri turns his attention to the demon. Chanting and gesturing, the warpriest conjures a crossbow made from pure force that fires a bolt at the incorporeal demon. Spiritual Weapon (crossbow), force, BP: 1d20 + 6 + 1 ⇒ (13) + 6 + 1 = 20
Cast Spirtual Weapon which for a cleric of Abadar would be a crossbow. Since the weapon does force damage, it bypasses the incorporeal state of the shadow demon, I think. Not sure if Bardic Performance affects such a spell, but it seems like it should as it uses my BAB+Wis modifier to hit.

Untroubled by the darkness, Khouri is only reminded of his many long years toiling underground when teh lights go out. He strikes again at the dretch trying to remove them as threats. After being struck by the dretch a few times, and also lit up by the lightening bolt, Khouri is surprised to find he is not as hurt as he would've thought, though he doesn't know why. Looks like there is no place for Khouri to cast safely. Will retcon above action. With his allies pressed in close behind, Khouri has no good place to step back to in order to cast something. Instead he takes total defense, trying the best he can to be a bulwark and shield for his friends as they get into the swing of the fight. "Behind me, Pathfinders. This spawn of Hell has little chance of defeating me. Take it apart as I hold it in place!"

Without his armor and under attack from the nearby demon, Khouri steps back and casts Protection from Evil on himself, then starts working on the peace-bonded weapon to remove it from the magical ward. Unclear how the Ulfen men will respond to Ss'alat's casting, Khouri reaches for his crossbow, quickly asking for the blessing of Abadar if these scene turns into a fight. Whispering to Corrella, "I have the means of coercing truth from a subject if Lord Abadar wills it should that become necessary." Otherwise, Khouri nods along as the bard tries to steer the strange group back to the main party.
