My Opinion: I can mention a few things:
1. Description of this ability: ''Creatures that are normally able to see in supernatural darkness ignore this concealment.'' There is no reason for discussion, as the description is very clear. Creatures that have the ability to see in magical darkness (which is one level below normal darkness) ignore this concealment. But it works on creatures with the usual darkvision. So, if our opponents don't have the 'See in Darkness' ability, it works fine right now. 2. The question about the phrase "to give the ally" can be controversial, I agree. Also I noticed from practice that at every table where I played, if there was a warpriest, he used such blessings on himself. I'm sure I can find confirmation of this, but because of the abundance of work I can only do it in the weekend (if needed). And I don't have the clear argument right now. 3. Third - can the character use this concealment to hide? As Zalkuthar wrote: "I let it work at my tables because it's the way the rules are written...". I can add that in this case we're not talking about a sketchy blur. We are still talking about the magical darkness - though very local. For me it doesn't look so wrong as with the blur.
