Because that's the way the world works and he wanted to be part of the success of this mission. The opposite is true too though; the chain of command is the chain of command. If a senior officer lays out a plan which presents no direct conclict to "First, allow no harm which isn't previously agreed to" Frey is going to comply. That's how the world works. Anyway ...
