RAW I am told a MM with inspire gives +1 damage per target. So, if all three hit a separate target you get 2 more damage than all three hit a single target.

Billi and Shadowe both advance, Billi can't keep his shield raised as he closes. His stubby legs pumped as fast he could go.
15 move speed keeps him moving slow
Billi advanced and raised his shield as he motioned for Shadowe to break right and she hugged the buildings.
Billi and Shadowe tried to stay alert for danger. Billi had trained to react faster to danger, ready for anything.

Billi always wanted to see the citadel up close. He inspects it comparing it to dwarven fortifications.
Billi realized he was being too forward. He was not too understanding when he fought his inner demons and let the man have his space. He decided to see how his cat was doing in the shadows.
Billi nods and approaches the sergeant. "I am Billi, good soldier. A warrior from the hills and friend of Korvosa. It appears Talindra may be exaggerating some, as she has been the one to help me out of scrapes. We need to get you back to report in!! Duty calls my friend."
Billi hears the bar keep. He rushes to help the guardsman. Shiver can't claim this one. "Buck up my friend. Time to get ready for duty. This struggle is a daily one, but each success builds on the last!!"
Billi looks at the guard and tears of shame slowly mist his eyes. He avoids eye contact and steps outside to compose himself. Looking in the mirror can be harsh!
Billi nods ”As a former addict, next day can be bad!”

Missing an arcane caster in a party of four is fine. Missing a tank or a healer is typically much harder.
Billi listens to the exchange. "Nara, can you tell us about your associating with this temple? I would like to know more about you. You seem to be well connected."
Billi is very circumspect after what Sable said. "I need to know where to find artists. We need some that have knowledge of paintings."
Billi speaks to Nara. "Any luck on the dagger? We need some help finding the girl. I have checked the lowborn hangouts, know of any high society places to look for someone who knows her?" Billi thinks for a moment.
Billi returns disappointed from his visit to the local tavern to meet up with everyone.
Billi consults those who would know artists. He also talks to some of his bar friends from his past.
Billi nods at the priestess. "I will make every effort to get to her and bring her back safely. I am not so skilled at locating her discreetly. But, at least I know magicians and holy ones who can help in that respect. We should begin immediately, as she seems in peril at this very moment!!"
If the queen holds power, quelling unrest seems to help her. It does help people in the short term, but if you think rioting against a diabolical queen is way better in the long run, you don't stop it. Analogy to USA politics--hopefully not political, but an observation. If sensitive to politics do not read.: Take the USA: People riot for causes. People and organizations tend to support them if they like the cause, want them quelled if they don't. The church seems to support the rioters' cause here.
Some questions.
I guess I do not find the inconsistency, but would like to know. If the queen is influenced by devils, removing her and not helping restore order seems in this groups best interest.

Billi returns to the main conversation with Lydia, and notices Sable gone. "I cannot see much good if devils get a say in how things go here. Yes, order will come out of it, but an insidious evil will come with it. Mistress Lydia, please let me know what you want done. I am not an oathbound champion, but I think Torag would want diabolical influence eliminated where all possible. My axe is yours if it helps the lot of the commoners of this city, which seem to always be the first to suffer the mistakes of the wealthy and powerful." He smiles at Perivolt: "If I am wealthy and powerful I hope to avoid making mistakes like you have so far. You have been given a chance and the example to commit a few. That you have not shows good character."
Yes, I have had to improvise players going "off the map" and talking to NPCs with one or two lines of info. Perivolt's family was amazingly well done.
Billi gathers the group aside later. "I have allowed Nara to take the dagger with the key. The killer may be an arbiter in the Longacre Buidling. I would like to conclusively prove that the killer is there and bring him in."
Nara: Billi nods and adds "If we can find who the original owner is--I would like to visit this person. If they are still around that would be unsettling."
Nara: "I trust you to determine how this should be handled. I do not want to be responsible for unleashing any evil on this city I have grudgingly grown to love. Maybe we remove the rune and destroy the dagger if the rune itself is untainted??"
Billi hands over the dagger with the key shape. "I think this was used by a very bad man."

Billi speaks up as they walk: "Well done!! My skills are mostly limited to fighting, but getting out of fights is often more important than how you handle the fights you are in." Talindra, Sable, and Lenrelle are keeping us out of trouble.
I also love the large portraits of enemies in this game and try to provide them too!!
I would love to be in Sky King's Tomb. I would suggest using google drawings for the maps and change two settings so you can share the link and give access to everyone on the web and give editing privileges to everyone. I use rectangles as our DM does now to cover hidden things on the map. Control c and control v copies and pastes any images to the map including character portraits from pbp posts. Sometimes someone moves the map as editing on a phone is VERY hard, but you can just move them back. As I love dwarves, I would love to be a dwarf alchemist in Sky King's tomb.

Billi steps up next to Sable ready to act. Although his shield is drawn, he has no weapons in hand. His new cat moves protectively just in front of him. Although not treated kindly by Korvosa, the cat just looks curiously at the scene. Very unsure of human dynamics, she just watched with interest.
Billi nods and follows Lenrelle.

Billi follows up on his pledge to take Sable to learn from the disreputable kind in Korvosa. Maybe they could handle the controversial dagger rune problem.
And Billi and Sable were going to visit the thieves guild and possibly get Billi an animal companion as Sable trained in their craft. I will just create an animal companion and post with her. I was hoping they would be a great source of information on what is going on in town, but the sewers seemed the next step. Billi would also see if someone in the thieves guild was sketchy enough to move the dagger rune.
Billi tucks the controversial dagger away for later. Eventually they would find someone to move the rune.
Rune on Talindra's glaive, rune to go to Billi's ask when someone will do it from the key dagger.
Billi puts the key dagger away and pays for the rune to be moved to Talindra's glaive from the hand crossbow as she has been so generous to the orphans.
Billi thanks Perivolt profusely. Accepting the loan and bowing. "I thank you. It shall be a loan as it appears your best chances of financial success are with this lot." Billi points to the rest of the group. "I am sure there is much more wealth to find as adventurers than studying or teaching in a fancy magic school. We will show them how much we can do. A wise man once said --All who wander are not lost and all that is gold does not glitter!"

Billi shows the hand crossbow and the key dagger with magic runes on them and explains "We have a war axe and a pole arm we need these runes transferred to. These larger weapons would be of much more use to us magicked than the ones we have magicked now. I much trust this service to a fellow earth creature these trying days. We also would like to purchase some plate armor if you have any or know of someone who does." Coming up a little under 7 gold pieces short for plate armor, Billi asks Sable for a loan of 7 gold pieces.
Billi, after getting the confirmation and recommendation from Sable to get the main party weapons upgraded, he prioritized finding a craftsman capable of moving magic runes to his battle axe and Talindra's glaive. He trusts Sable to perform the negotiations. Billi then tries to see if he can borrow the gold he needs for upgrading his armor to heavy plate. He will offer his clan dagger for collateral if he needs to, as that is the most precious thing he can think of.
Billi nods to Sable, he can't think of anything clever to add. Then he mentions "If we can sell the bulk of our goods we don't need first, we can plan what we will buy better."
