Drinking blood is a risky proposition. As vampires gorge on the vitae of their victims, there is always the chance that they may take too much.
A vampire may take only 20 percent of a vessel’s blood (2 blood points for a normal human) and leave it relatively safe (they can walk away).
Taking 3 to 4 points leaves them lightheaded and weak but they will most likely survive unaided.
Taking 5 to 7 points of a vessel’s blood necessitates hospitalization for that vessel in order for them to survive.
Taking 8 or more of a vessel’s blood will most likely kill it.
A vampire may take up to three blood points from a given vessel in a turn. The shorter the turn, the more forcefully the Kindred steals the vitae. It is generally impossible to take more than three blood points from a vessel in three seconds (the shortest a turn gets), though some Nosferatu with hideously distended mouths are able to take more through sheer surface area bleed.
Most vampires drink their victim’s blood slowly, so as to savor the luscious fluid and draw as much pleasure as possible out of the experience.

You drain blood at a rate of 1 point per action. I would recommend only taking two points & then seeing if you can stop. In most of the VtM games I've played in, a Vampire at 0 blood is pretty much in a hunger frenzy until they have at least 5, so there is a better than average chance that you won't have a choice in the matter...
It's called a game of personal horror for a reason...

I want to take a moment to say I hope 'Vince's' manner isn't too abrasive to people. I didn't intend him to come off as quite this much of a weasel, but he has made a concerted effort to not be anything more than just the 'go-between-guy' & doesn't like things that up the overall stress level of the city...
Which even a rumour of a Sabbat incursion qualifies as. The only thing that would ratchet matters up higher might be another Lupine war or possibly a Cathayan incursion, & the Asian population is rising every night...

I maintain that he and erik should have at least some knowledge of each other, since erik has been in the area for at least a few months. They have probably never worked together but may have seen the other before, or heard things from other kindred in the area.

Which is enough that 'Vince's' immediate response to his presence isn't 'Do we know this guy isn't Sabbat?', unlike Ben. It doesn't mean 'Vince' knows Erik well enough to know what he is capable of in these circumstances & 'Vince' puts effort into being underestimated. Has Erik put effort into learning details about clearly unimportant bottom-feeders?

Don't mean to back pedal or retcon but... Should/would Thom have hunted prior to going to the meet?
Ventrue also are picky. Thinking young drug/tobacco/alcohol free (out of their system) females.
Indiana U NW or the local community college.
Thom probably looks/passes for an older grad student, late twenties/early thirties. Start young, one or two tours of duty, couple or three years CPD.

How much experience with Sabbat goons do you have?
He looks a like a scrawny homeless guy who's clothes haven't been washed in weeks.
I would say he looks like a homeless guy who hasn't bathed in weeks but one of the few perqs of being a Vampire is that, under normal conditions, your appearance re-sets when you awaken every night, so the only way he would look that bad is if he did when he was embraced.

Question around combat:
Are you using something more along the lines of nWoD combat? I only ask as I have only seen one set of rolls per combat action.
Typically for a knife attack you would roll Dex + Melee (Diff 6) any successes would be added to a Str + 1 (knife damage) roll vs Diff 6.
For example:
Attacker has 2 Str, 2 Dex and 1 Melee Attack: 3d10 ⇒ (6, 7, 7) = 20 = 3 Successes. Damage: 2d10 + 1d10 + 3d10 ⇒ (8, 6) + (5) + (1, 6, 8) = 34 = 4 Successes - 1 for a "1" = 3 Lethal Damage to be soaked.

Stage One: Initiative
• Roll initiative (or add 6 to the initiative
rating). Everyone declares their actions. The
character with the highest initiative performs
her action first. Actions can be delayed to any
time later in the order of initiative.
• Declare any multiple actions, reducing dice
pools accordingly. Declare Discipline activation
and Willpower expenditure.
Stage Two: Attack
• For unarmed close-combat attacks, roll
Dexterity + Brawl.
• For armed close-combat attacks, roll Dexterity

keep in mind this city is pretty much dead. It went from a population of over 200000 in the 1960's to a population of 70000 with 16% of that being unemployed in 2013. (these numbers are actually real kinda sucks for that town)
There is no college, sporting event or theater but if you look a round you might find a bar with a few people inside.

About missing my post, that's fine. Multiple contexts do that.
I did though look into Gary, when we started. Indiana University NW, is in Gary and has enrollment of about 5,000+ and Ivy Tech Community College (Indiana system) has a campus there as well, guessing 2,000+. East Chicago campus is 8 miles out.
Fittingly, Indiana University NW, when you go to iun.edu is putting on "Dracula" for Halloween.
I'd thought looking up Gary would make things easier. But, if we're in an even worse Gary then the research confuses things.

On the bright side Orphan, at least you haven't multi-botched yet.
I was in a VtM game once where my friend had a Courage of five & wound up rolling ones on all of them in a Rotchreck test.
Man, that mattress was shredded...
